Is there any way to recover meaningful data from a flash which has been wiped using software such as BCWipe / CCleaner / DBAN? thanks

Hopefully not! Wiped is wiped.

The default CCleaner behaviour doesn't actually wipe anything. It just deletes temp files, cache files, etc…
(As an aside people of think this improves performance. But deleting cache files does no such thing). So if someone just used the default clean action, you might get something back.

But there is a Wipe function as well in the package. But this only wipes free space not the entire drive. So if this was run before the files were deleted, you might again get something back.

But if a wiping tool was properly used, there isn't any coming back from it (unless there is a backup somewhere).
