What sort of deletion?
For example, if they are still in the Recycle Bin on a Windows machine look at the INFO2 record which will give you the date of deletion along with other useful data; if they have been in the Recycle Bin at some previous point but are no longer there you may find INFO2 records in unallocated areas of the hard disk which may give you useful information on these previous deletions.
"When" is a relative term concerning computers. You must determine the approximate computer date and time the "delete event" took place. After analyzing available reference data (logs, bios setting, directory settings, email date/time stamps, web files data/time stamps) you can probably determine with a high probability of success the accuracy of the "computers date and time reference".
Care must be taken to look for signs of computer date/time manipulations!
IMHO, you can never state with absolute certainty that any past event actually happen at that real world date and time!
