Has anyone come across a Samsung J7 smartphone or any other android in which the developer options show to be enabled but are hidden and not accessible? I have looked in every area of the phone settings and can't find the developer options menu.

Some carriers may protect themselves from applying different firmwares or applying certain settings on their branded devices, mostly due to the fact they are part of a plan which bonds the customer under certain terms & conditions.
You can try to install the 3rd party APK manually in order to enable developer options on the device
