Your question is too broad. Are you talking about the public side or the private side - and if private, how infrastructure-critical is the industry?
Sorry if I was broad, and that I'll probably misunderstand your attempt to clarify. I believe this will be considered "private" as it is for internal company purposes, not consulting. I do not understand the second part of your question.
What I would be interested in is an existing proposal type document which will also include with the text breaking out costs, a justification type of message explaining the need/benefits of such a forensic lab. I'm more interested in a template of some kind just so I can get an idea of how to structure this document and touch on key points relevant to my organization.

You do realize that people charge real money for the sort of document you are requesting?
It is a fairly standard business proposal. You might ask someone in your finance department if they have any proposals from other vendors relating to other projects that you can review. Or, ask them what format they'd like to see such proposals in.

I believe they call it consulting. ) The reason they are asked here first is because of the collective mindset reviewing these threads. One of which may know of a source or template (as I referenced in my question) that could get me on my way.
As indicated, I'm not looking for a cookie cutter final, nor am I looking for someone to do it for me. I'm just looking for something that may get me started in the right direction based on the needs of my organization. Good idea on the finance department item though. This should likely do the trick if no one else has any ideas or suggestions.

I recommend you read "Building a Digital Forensic Laboratory Establishing and Managing a Successful Facility" (ISBN 1856175103 or 978-1856175104). Never underestimate the importance of a well-researched proposal if you expect success.

Do you have that book or know of its contents? I don't know when I'll be by a bookstore in the short term and was curious if it covered anything adminstrative from the IT sense.
Such as having an NTP, WSUS for windows machines, AV updating, SAN/NAS management/suggestions, etc.
Just wanted to see if "* Provides guidance on creating and managing a computer forensics lab" is from an IT side, personnel/resource side, and/or both.
