look at diskwipe http//www.diskwipe.org/

There is free Windows utility, this utility can wipe partition, and can be started from USB disk or CD.
Maybe it is not fully automated, but it is very useful

I am looking for a windows based wipe utility. I want it to automatically wipe the disk on which it resides simply by double clicking it or running a batch file. Any suggestions?

Thanks Biniek,

diskwipe.org is what I settled on. It's not a perfect solution but it does streamline the process down from what it was.
