Anyone know of a viewer that can view .dat files in
Documents and Settings\<UserName>\Application Data\Skype\<UserName>\chatsync

Belkasoft has recently supported chatsync files analysis in its Belkasoft Forensic IM Analyzer and Belkasoft Forensic Studio tools.

It is possible sometimes to recover texts and time of conversations, however, message direction cannot be retrieved, so you will have to analyze contents yourself.
