SM-J700P Timed Lockout

I just received a Samsung SM-J700P (Galaxy J7) which is locked with a pin. The device is running 6.0.1 and FRP is ON. The officer reported getting a 4 digit pin, but stated the pin did not allow him to get into the phone. He said the offender then refused to give him the correct password. I am not sure how many times they tried to enter passwords prior to giving me the device, but the device was seized on July 14, 2017. Now a few months later it is on my desk. Once powered on, and confirmed in Airplane Mode, I noticed the phone shows a lockout time of 1,553,164 minutes. Any ideas what would cause this, as I thought 60 minutes was the longest lockout for Android 6. I have searched different forums, and the Googles, and can't find this issue anywhere else. I tried using Cellebrite to get a physical extraction, but Cellebrite does not recognize this variation of the J7. They have other SM-J700, but not the J700P. XRY and Axiom were both unsuccessful as well.

I have seen ISP pinouts for the device, but at this time I don't have permission to perform ISP on the device. Any suggestions of how to get into this phone without ISP/ChipOFF/JTAG? Any ideas on the louckout issue?

Due to the battery dying, the phone reset back to Epoch time. Someone from another forum point this out, so I thought I would update this post.

A wild, wild guess, but maybe the date/time was reset/lost?

If the "appointment" to unlock was set to July 14, 2017, let's say 0100 PM, and the date was reset to "factory default", this default date must be roughly
1,553,164/60=25886 hours
25886/24=1078,5 days
December 18, 2017 -1078.5 days= 4 or 5 January 2015
which may be compatible with a phone that was released in mid 2015.

P.S. Didn't see the reply/update, but the reset cannot have been to Epoch beginning time January 1, 1970, usually on devices there is a "minimum" date that corresponds roughly to production date.

I wanted to post a followup on this phone. I was finally given permission to perform an ISP on the device. The device was not encrypted, so I was able to use PA to analyze the extraction. Thank you all for all your responses.
