I am planning to start a research centre for mobile phone forensics and cyber crime investigation.
For this initiative I need some guideline from the experts and readers of this forum.
If anyone of you can guide me in this then it would be a great help.

Dear Scott thanks for your reply.
First of all I am working as an Assistant Professor & Head of the Department of Computer Applications in one of the colleges in my city and am at the verge of finishing my Ph. D. in mobile phone related cyber crime.
And yes, Research is like passion for me.
At this stage I am not representing any organization but looking for some collaboration.
Regarding annual budget I am just planning to start my research centre with couple of research assistants who can work with me in R&D. So basically I require few testing machines and mobile devices with some applications (I would prefer to use/develop on open source platform).
In short if I say then I am planning to keep my budget as low as possible because at this stage I don't have any financial support and the expense will need to be managed by me only.
I am from Rajkot - Gujrat (India).
Unfortunately here we don't have much awareness about Research and its very difficult to get funds for such projects. So I am looking for some support in starting this centre.
I hope this information describes my current state and the future plan.
If you can suggest or recommend me anything related to this then it would be very helpful for me.

Thanks for your response, Parag. I have a deep affection for India having worked there extensively for about 7 years. Our development team was in Pune. I'm familiar with Gujurat, but I had only heard of Ahmedabad not Rajkot (although I just read about it on Wikipedia).
