How about instead of jamming, provide tower signal, then dev/null the call?

A tangential topic relating to signal jamming that has been a "new" here in the US - drone GPS signal hijacking and jamming.

I have been also following the "personal Wave bubble", or personal jamming bubble solutions that intrigued me. It was originally designed by "Limor" a first year engineering student.

Excellent suggestion jhup. Perhaps you can drop an email to Sir Paul Beresford who is leading the Bill's discussion

As with BDAs, your own US FCC is very keenly watching Jammer issues too.

And for the doubter that such thing can happen - US just had a flashmob of 300+.
That had to be coordinated in some fashion . . .
What is scarier is this

Police did not make any arrests after the mob of people took over the store.
