Time Zone odd Name

I am having trouble figuring out what the timezone is for this OS. The OS is Windows 7 Home Premium and the SYSTEM registry key lists the timezone information standard and daylight name says @tzres.dll, -931 and @tzres.dll, -932

any thoughts?

Check the Bias number - it should tell you in minutes the offset from GMT. There is one for standard and one for active.

you may also check the SYSTEM hive in windir repair subdirectory.
