Is there a non LE site to verify which carrier a phone goes through?

Be careful with a number of the online sites as “most of them” do not follow number portability so you quite often will get the carrier the number was originally assigned to. My .02 would be to test a number that you know has been ported to see which site provides you with the correct carrier.

Most of them are paid services, using ss7 network.
Do you need which info from phone? geolocation? imsi? or only actual carrier?

IMSI should when translated give any MNO or VMNO involved or a combination (e.g. H3G data/O2 voice).

You state 'carrier' and this has connotations of 'frequency'. A GSM Phase 2+ (Release 99) SIM (meaning GSM SIM incorporates a UICC and not a ICC) in a 3G ME might allow for backward compatibility e.g. GSM IMSI using GSM virtual mode via 3G.

So that is one aspect to consider.

Hopefully your investigations is simpler than the above, but if this is a line of enquiry you need let me know and I will put in context what the above means if you need it.
