So guys in a case of an armed roberry where the suspect is wearing a mask, CCTV footage comes in very handy by monitoring the moves around the area in relevant times. But most of the times the video scene's turn blurry specially when its NIGHT. What sort of tools are available that helps to enhance the image so we can match cars, people or other relevant things.

Photoshop CS6 is what is used predominately here in an attempt to make an image more stable to view it more clearly.
