Depending on the model, PC Studio (Samsung software similar to Motorola PhoneTools) is an option. You can also check the model against Paraben's Device Seizure

We routinely recover videos using Cellebrite or Susteen's Secure View. They will need to be "decoded" as they use the 3GP format.

We recover DELETED DATA from Samsung and other mobile telephones. We do not use or rely on flashing or clipping the handset or anything like that to recover physical data (deleted or saved).
We do not use commercial tools that simply acquire logical data in order to recover deleted handset data.

I didn't read your original post as closely as I should have……I missed the incredibly important word "deleted". Neither of the devices/software I mention recovers deleted video. My apologies.
By decode (a poorly chosen word) I mean that to play it on Media Player or similar software, it has to be converted first. Or you have to find a player that handles 3GP in its native format.
