Why creation time remains the same?

I am not sure that there is anything odd about the graphic or what it is saying (other than the column labelled "date" - what date is this?)

Good question, it is one of two possible timestamps, some from the filesystem, some are meta

Date
Date Accessed
Date Aquired
Date Archived
Date Completed
Date Created
Date Last Saved
(This date is set to 2009)
Date Modified (This date is set to 2009)
Date Received
Date Released
Date Sent
Date Taken

(All these are available to display in the windows explorer by right clicking the top fields display where it says "Name" etc, just click More and scroll down to "Date")

On 24/9/2014 you downloaded a file the content of which had has not beeen modified since 2009. As you created a new copy the created date was updated to the date of the copy operation 24/09/2014 and the access date also updated.

Yes, but shouldnt the dates all be set to 2014 by default when creating the file and not be some random date from 2009?

The SSD i have the file on was installed in 2014, so i know that the file could not have been from earlier than that. The file was downloaded in 2014 for a specific purpose as i mentioned - so why the 2009?

Because you created a new copy of (downloaded) a file that was last modified (on another computer) in 2009.

You didn't modify the content of the file so the "last modified/written" date stays the same. But, you did create a new copy of the file so the created date was updated.
