When John Estep, a postal worker from Ashland, was arrested by federal agents and charged with multiple counts of manufacturing CP, the case seemed to have stalled, according to Assistant U.S. Attorney Mark Wohlander. The case was lacking the kind of physical evidence that was needed to convict Estep. “He’d have been acquitted,” Wohlander predicted.
