Best software to use for clarification

I have searched a bit on the subject and ClearID - a plugin for Photoshop is suggested, Photoshop CS3 for Forensics Professionals, OCR possibly in combination with AI, computer vision, OCR using Python and Tesseract, or Amped Five.
