hi Im trying to improve this image to the point where I can read the license plate, but Ive tried several techniques and no luck, but Im new image forensics. Can someone tale a look and let me know it this image is too out of focus to salvage?

Judging from the image file name, the pixel dimensions, the lack of EXIF data, and the lack of a thumbnail; I'm guessing this is not the original.
Your best bet is with the original.
