A bit further than that, I was "surprised" that the position expressly requires (purpose of the role) the achievement of an objective (an effective and efficient, high quality digital service) by means of (through) an explicited procedure (management and development of staff, methods, processes and continued ISO17025 accreditation).
That the explicited procedure not necessarily serves the purpose (please read as "actually will likely prevent the purpose") has been already established.
It is just a sign that the false equation
ISO17025=better quality
is becoming current (just like the infamous false one ISO9001=better quality already is)
