The reason Jonathan did not reply to you is he only assists LE agencies. That being said, I once asked him what it would cost for me to purchase a license to process a phone outside of my LE agency and I think the price was around $2500 USD.
Was the phone used in the commission of a crime? If so you can possibly have a LE agency do the work for you.
