Can non-IT people be involved in the field of forensic computers?
How do they learn the field of computer forensics effectively?

Welcome to Malasiya! Its absolutely possible to learn DF Digital Forensics for non-IT people. You best start here. Take your own smartphone and try to learn all specifications. This you best can do by visiting the datasheet. Or you see here the Samsung S8 teardown (splitting into parts)

Forget IT in your mind. Try to learn Mobile Forensics (of Smart- and Featurephones)

Some questions you should try to answer

Which CPU has the mobile?
Which LTE Cat. x does the MBB Mobile Broad Band modem (MOdulation, DEModulation) support?
What type of RAM Random Access Memory and which manufacturer?

My background is record management. I did learn the computer forensic in my course. I also interested in computer forensic as I understand investigation using the tools. If you had an experience, does it help for me to involve in computer forensic field

You can start with novice knowledge. But for any field of forensics, you will need some sort of inhouse/vendor training.
