I'd start with Notepad or a hex editor. Or provide more context, such as how you identified the file as a "PM file", where the file was located, etc.

Sorry for the lack of clarity,

I have a file taken from a Nokia phone with a .pm extension and, btw, I have also extracted the flash in the for of a .bin extension. Wondering if there are tools to read their contents.
