I have been away from UK and the forensics field for a while, so I am not sure where I should address a report for an insulting image hosted/accessed at a UK university server (other than the university itself).
I have no personal interest, it is an insulting image of a general interest, which I feel (and many others) that violates ethical standards.

Print this in several copies
add the address of the offending image, sign it and send it to
- University Rector
- Local Police
- City Mayor
- Local Newspaper
- ….

Hmmn interesting one, it might be a little difficult to get this removed if its just selling a product. While you might find it to be unethical it still could be ok with the internal policies of the University.
My only other suggestion would be to try the head of school which is advertising the product, or if its on the general university page, the commerical director or similar within the university. Often univesities keep pretty good contact details for staff on their sites, so it might just take a bit of hunting around to get the right person.
Satire and Parody has a fairly special place in both the hearts of the British public and the British legal system - something that anyone who has ever read "PrivateEye" or seen "Have I Got News for You" ( or at the less intelectual end of the scale "Viz" ) is well aware of. It never ceases to amaze me quite what can be gotten away with - I would suggest that, if the item is intended to be satirical, and is clearly as such, pretty much irregardless of how bad taste it is in - it may well be treated by the University as "free speech", such as it exists under UK law. Universities used to be less concerned with political correctness - as it was seen as hindering academic and artistic freedom - however as we migrate to a more litigous society this may be receeding …
I would suggest that, if the image is infringing on someone's trade-mark or copyright that they would be best placed to issue a legal request and to follow it up. If it is an insulting advert selling a genuine product, then the Advertising Standards Agency are the people you need - although if you aren't personally offended, I'd suggest that you leave the issue alone for someone who is to deal with - it may be that the percieved insult is not one that is felt … ( PM me a link and I'll profer a second opinion if you like -) )
Failing that "The Daily Mail" tends to report on that kind of thing - perhaps drop them a line ? -P

The issue was brought to my attention and I thought that is was not just expressing someone's point of view, since it suggested a product for torture and someone actually had created this product!!! I appreciate sarcasm and irony but there are limitations to it, or at least that is what I believe… and I know from my experience that universities usually do not appreciate those when they cross the thin lines… which in this case was obvious.
Actually the uni where I reported it, already removed it, so I guess they too found it insulting.

Don't take my post more seriously than what it was intended wink I simply found that image (the "Oh, my gracious" one) a few days ago and I was waiting for an occasion to use it, in order to provoke hopefully a few laughs. D
I am personally of a complete opposite belief, everyone should at least attempt to do what he thinks fit to better the world around him/her, no matter if the results will be tangible or not.
I was simply surprised that you wanted to take further action after having already taken what it seemed to me the "right" one, complain with the UNI representative/in charge of the site.

Just out of curiosity, is this image still up on the site? If so, could you provide us with a link? If not, could you describe the image?
I'm trying to imagine an image on an educational site selling anything other than the institution itself.
