When trying to do a repair install on a live view virtual machine I am receiving an error that windows 98 cannot be installed because partition is ntfs
The partition is fat16 which is compatible with 98 any ideas?
Are you sure you really want FAT16 & not FAT32.
Sure it might be compatible with Win98, but it is very limited. e.g. maximum volume size of only 2GB.
yes fat16 is fine, whats boggling my mind is why the Windows 98 setup is saying the partition maybe ntfs when it clearly isnt.

Maybe (just a guess) you have the partition ID in the MBR partition table set to 06 or 0E BUT the actual filesystem on the partition is NOT FAT16.
FDISK simply FDISK's wink (and does NOT check the filesystem on a partition), or as you prefer, you normally first FDISK and then FORMAT, but AFAICR if you reboot without formatting and re-access FDISK, the partition should be there with the filesystem as derived from the partition ID.
A number of (Linux but not only) tools may not - in some cases - "touch" the Partition ID in the MBR, and it's not uncommon to see a partition with the "wrong" partition ID in the MBR.
Check the actual bootsector to make sure.
