Does anyone know what at or before means regarding cell site data. I.e the data says your phone was at a location at or before 8.30am, if it is at 8.30 then that's exact, but how long a time scale is before? 5 mins? 10 mins? Half an hour,?

Can you provide what carrier you are analyzing and what records. NELOS, RTT, basic CDT etc?
If you are analyzing cell phone records, the records are interdependent. Often you can't look at a record in isolation. it's much easier to just upload this stuff to cell.ninja or something similar that will just process this. I like cell.ninja because I've gotten slapped in court over Cell Hawk maps. Cell Hawk lacks the AI that Cell.Ninja uses.
